Dear Friend,
2007 is shaping up to be another year filled
with political excitement and drama. Just
today, Stéphane Dion announced his shadow
cabinet that will lead the party in holding
the Conservatives to account and in shaping
policy debates. I am delighted to have been
entrusted with a senior role as Critic for
Citizenship and Immigration. This file is
vital to Canada's social and economic
success and I am confident that I will be
able to offer intelligent and useful insight
to the debates on this matter.
Although I am tempted to focus on this
appointment and the future, I must address
the recent transparent attempts by Mr.
Harper to claim success in attracting the so
called "ethnic" voters with the defection of
Wajid Khan.
The Prime Minister is making a huge mistake
if he thinks that simplistic slogans and
fake photo-ops will be a successful strategy
in attracting new voters. It will require a
lot more work that would involve reforming
his policies, adjusting his language and
adjusting his perceptions.
First, there is no link between ethnicity
and voting behaviour. However, there is a
link between policy priorities, needs and
voting behaviour. New Canadians and other
minorities have similar needs to other
Canadians. They want a better health care
system, education system, jobs, safer
communities, sustainable environment,
competitive taxes and a government that
recognizes its responsibilities in those
areas. But they also have unique experiences
and perspectives that may not occur to the
majority and hope that their various needs
and traditions to be respected and
recognized.
The Conservatives have traditionally ignored
those needs and dismissed this reality.
Let's examine what the Conservatives have
done, in less than a year, that would only
exacerbate the fears that minorities have
towards their policies:
1) The cancellation of the Court Challenges
Program: This was an initiative that
provided access for minority groups to the
courts so they could test any laws that may
be discriminatory. History has shown that
this initiative has helped various groups in
asserting their rights which were neglected
when the laws were drafted. For example:
Immigrant women were not allowed to receive
language training until this program helped
them challenge that policy in the Supreme
Court. Many believe that the only reason the
Conservatives cancelled that program is
because of their ideology.
2) Adopting a confrontational foreign
policy: Most new Canadians arrive with
strong family and social ties to their home
countries. Canada traditionally embraces
immigrants from all over the world and
promotes an environment of mutual respect
and appreciation. With this harmony,
diversity and a deep humility in
understanding other parts of the world,
Canadians have come to expect their
government to adopt a multilateral and
responsible approach in dealing with foreign
affairs. The Conservatives tend to be
single-minded, confrontational and one-
dimensional in dealing with global issues;
this turns off millions of Canadians.
3) Their rank and file is infested with
unfriendly attitudes towards immigrants and
minorities: Earlier this year they attempted
to appoint Gwyn Morgan as the Public
Appointment Commissioner. Mr. Morgan has
been on record blaming Jamaican-Canadians
for importing a culture of violence to
Canada. Such stereotypes are not only wrong
but harmful to Canadians. The Conservatives
need to develop a more realistic
understanding of our country’s social and
racial dynamics before they can expect
minorities to give them their confidence.
4) Their insistence on making Canadians feel
guilty for holding dual citizenship: The
Conservatives are bent on questioning the
loyalty of Canadians if they possess a
second citizenship. Millions of Canadians
are offended by that attitude and feel that
they are being treated as second-class
citizens.
5) Undocumented workers: The Conservatives'
approach when dealing with undocumented
workers lacks compassion and economic sense
and appears to only be driven by blind
ideology.
6) Attempts to pit communities against each
other: The Conservative strategy to create
animosity between communities by inflaming
emotions or claiming moral superiority will
never appeal to new Canadians. Minorities
know that the use of such a strategy could
make them the next target and therefore
prefer a conciliatory, consensus-building
type of approach.
I could continue, recalling the Conservative
rush to conclude that Maher Arar is a
terrorist mainly because of his background,
or remind us of various quotes that blamed
"ethnic" communities for political outcomes,
but I think you get the idea.
I think it is healthy that political parties
compete for votes. After all, this is how
our democratic system operates. But the
competition needs to be intelligent and
based on ideas and policies. Assumptions
that some Canadians are less sophisticated
or that they can be bought with empty
rhetoric is offensive to many and will
ultimately back fire.
If the Conservatives truly want to attract
more voters, they must recognize the flaws
in their policies and adopt a fundamentally
new approach. Don't get me wrong though, I
am not vying for the role of the next
Special Advisor to the Prime Minister.
In closing, I want to draw your attention to
this quote: "After years of making
anti-immigrant statements, the Conservatives
are now trying to cast themselves as
pro-immigrant. How ironic." Wajid Khan made
that statement in the House of Commons in
April of 2005.

and Immigration. Mr. Dion redefined
roles for MPs in the Liberal caucus.
This new structure will ensure that
the government is held accountable
and that their policies are
reflective of the needs of
Canadians.

and I look forward to this important
position on our Dream Team," said
Alghabra. "The immigration file is
vital to the success of our country
and I intend on approaching it in a
creative and constructive way."

Citizenship and Immigration Canada
(CIC) is a significant portfolio
that deserves dedicated focus and
renewed energy. Mr. Alghabra
recognizes the great responsibility
attached to this role and will be
working with Canadians across the
country to tackle crucial matters
with a fresh and effective approach.

Leader Stéphane Dion Announces New
Structure and Roles for Liberal
Caucus (January 18) |
OTTAWA - A united and invigorated
Liberal team, made up of critics and
new committees, is ready to
challenge the current government to
ensure a progressive approach to
issues that matter to Canadians,
Liberal Opposition Leader Stéphane
Dion said today.
"Prime Minister Stephen Harper's
minority Conservative government is
failing Canadians. They have not
governed in a way that reflects the
views and best interests of the
majority of Canadians, but have
instead put politics ahead of
helping people and sound policy,"
said Mr. Dion.
"Canadians have made it clear they
will not settle for the
Conservatives' flawed agenda. This
Liberal team is ready to hold the
Conservatives to account and get the
results Canadians want."
Mr. Dion announced the chairs, vice
chairs, and membership of four new
Caucus Committees, which will act as
Cabinet committees for the Official
Opposition: the Caucus Committee on
Social Justice, the Caucus Committee
on Economic Prosperity, the Caucus
Committee on Environmental
Sustainability and the Caucus
Committee on Canada and the World.
These committees will work with the
Liberal Opposition critics to
provide timely responses to emerging
issues, long-term planning, a means
for stakeholders to interact with
the Liberal Caucus, and input to the
recently-announced platform
development team.
Mr. Dion also announced a new
Priorities and Planning Committee,
which will establish priorities for
the Caucus and provide a forum for
the leader to receive advice and
provide instructions on future
endeavors. This committee will be
chaired by Mr. Dion and Deputy
Leader Michael Ignatieff. The
members of the committee will be the
chairs and vice chairs of the Caucus
Policy Committees. The Rt. Hon. Paul
Martin and the Hon. Bill Graham will
serve as Special Advisors to the
Priorities and Planning Committee.
As well, Mr. Dion has asked caucus
members to use their wealth of
knowledge and experience to act as
mentors to new candidates.
"The Liberal caucus is fortunate to
have such an abundance of talent and
expertise. With such a dynamic
combination of knowledge,
experience, youthful energy and
fresh ideas, we will continue to put
forward an effective, responsible
and robust opposition to the
minority Conservative government and

Press Release: Stéphane Dion Sets
Out Plan to Strengthen Economy and
Environment Together: "Smart Money
is Going Green" (January 16) |
Toronto - Liberal Leader Stéphane
Dion spoke with business leaders at
the Economic Club of Toronto and the
Toronto Board of Trade today, about
his goal of strengthening Canada's
economy while promoting
environmental sustainability.
"The vision we need is that of
Canada standing first, on the podium
of the new industrial revolution -
the sustainable economy. Canada has
been a leader in each industrial
revolution since the invention of
the steam engine. We must not miss
this new economic opportunity," said
Mr. Dion.
"The need for a sustainable economy
is made more pressing by the
challenge of global warming - the
single most serious ecological
threat that humanity is facing. But
it is also in our own economic
interest to tackle global warming.
Countries that embrace the
environment as a core priority will
lead the global economy in the 21st
century. I want Canada to be one of
those countries."
In his speech, Mr. Dion expressed
his commitment to the economic
policies of previous Liberal
governments - fiscal responsibility,
competitive taxes and innovation. He
also noted that Canada's economic
success will depend on understanding
the link between the environment and
the economy.
"The fight for a sustainable economy
creates vast economic opportunity -
if we exercise the right
leadership," Mr. Dion said. "Under
our current government, that
leadership role has been abandoned,
as well as the economic opportunity
that comes with it. This must
change."
Mr. Dion called on Prime Minister
Stephen Harper to live up to his
government's responsibilities on
climate change by implementing a
cap-and-trade system for greenhouse
gas emissions, as was announced by
the previous Liberal government.
He also called on Mr. Harper to
reverse his cuts to Project Green,
the Liberals' 2005 environmental
plan, and to set a target of 12,000
megawatts of renewable power
production.
"Our goal is clear: a dynamic
economy, which in the 21st century
means a sustainable economy - built
on energy efficiency, resource
productivity, and conservation," Mr.
Dion concluded. "To succeed in
today's economy, and to protect the
heritage of our children, this is
what we will do."

Wajid Khan to Discuss Mid-East
Report Before Foreign Affairs

OTTAWA - Liberal MP Albina Guarnieri
today formally demanded the Foreign
Affairs Committee call Conservative
MP Wajid Khan before it to present
and discuss his report on the Middle
East.
"As special advisor to Prime
Minister Stephen Harper, Mr. Khan
spent nearly $13,000 in taxpayers'
money on a trip to the Middle East
to write a report that is now being
kept secret. Canadians have a right
to know what Mr. Khan's findings and
recommendations were," said Ms.
Guarnieri, who submitted a notice of
motion to the all-party Standing
Committee on Foreign Affairs and
International Development.
"The secrecy of this process,
followed by Mr. Khan's defection to
the Conservative party, has raised a
number of questions that need
answering. What is the Prime
Minister trying to hide? What makes
Mr. Khan's trip as special advisor
any different than the myriad of
other parliamentary fact-finding
missions that have taken place in
the past?
"Having Mr. Khan go before the
committee will certainly clear the
air on this matter," said Ms.
Guarnieri.
In accepting his role, Mr. Khan had
promised to "educate everybody with
the best information that I can
get," thereby fulfilling his
responsibilities and potentially
contributing to Parliament on a
foreign affairs issue that is
important to the majority of
Canadians.
"Mr. Khan has broken this promise by
keeping his report secret," said Ms.
Guarnieri.
"I encourage my committee colleagues
to endorse my invitation for Mr.
Khan to come before our committee to
discuss his findings in the Middle
East."

Service Medals.
